Adrian Vazquez
was born in Mexico City in 1966 and is a law graduate
from the UNAM in 1991. He has additional studies at the
Instituto de Investigaciones Jurídicas of the UNAM and
has devoted his professional career to international
trade and customs law.
Mr. Vazquez
advises and represents a number of national and
multinational companies, as well as foreign governments
in trade and customs issues, particularly on
antidumping, subsidies, safeguards, origin of goods,
import and export controls, as well as in the
interpretation of trade agreements. Mr. Vazquez
frequently appears before administrative agencies, the
Federal Tax Court, Federal Courts of Appeals, Supreme
Court of Justice and NAFTA Binational Panels.
Additionally, he has advised foreign governments on
dispute resolution matters in connection with WTO
challenges.
Mr. Vazquez is
co-author of the book “Sistema Antidumping Mexicano”
(the Mexican Antidumping System); was appointed
Member to the Evaluation Committee of the National
Export Award; International Associate of the American
Bar Association; Honorary Member of the Center for
International Legal Studies in Austria; founding Member
of the International Trade Practices Advisors
Association, Co-chair of the Antidumping Committee of
the U.S.-Mexico Bar Association, and Chairman of the
Trade and Customs Commission of the Public Accountants
Mexican Institute, among other titles and positions.
He has written
extensively in national and international publications
and has frequently appeared as guest speaker in Mexico,
United States, The Netherlands, Nicaragua, El Salvador,
Brazil and Argentina, during a number of summits,
regarding all type of trade related matters.
Mr. Vazquez
has appeared in the most important trade disputes
between Mexico and the U.S. of present times. Among
these are the cases of high fructose corn syrup (HFCS)
from the United States and meat of bovine and pork from
the United States. Mr. Vazquez was responsible for
coordinating, as Mexican counsel, the response from all
U.S. producers and undertook the defense strategy before
a NAFTA Panel. Despite representing many foreign
interests, Mr. Vazquez leads several Mexican industrial
associations in trade matters.
Mr. Vázquez
has appeared two times in a row as one of Latin
America’s top trade lawyers in Latin Lawyer Magazine,
and has also been acknowledged as an expert in
international trade matters by Chambers & Partners,
Expert Guides as well as Who’s Who Legal.
Mr. Vazquez
speaks Spanish, English and Portuguese.

Horacio López
Portillo was born in 1967, and holds a Licenciatura
en Derecho (LL.B.) from the National University of
México, where he graduated in 1993 with the honors
thesis titled “The Need to Amend the Constitutional
Framework of Mexico’s Foreign Trade”. Mr. López
Portillo obtained an LL.M. in General Legal Studies
(majoring in International Banking and Trade Law) from
New York University School of Law in 1995. While
studying at NYU, Mr. López Portillo served as a Research
Assistant in Banking Law.
From September
1992 through July 1999, Mr. López Portillo rose through
the ranks of the International Legal Department of Banco
Nacional de México, S.A. (Banamex) in Mexico City, where
he
worked on many large and complex business deals,
including advising the start up of the legal department
of Seguros Banamex AEGON, S.A. de C.V.; advising several
joint venture transactions; issuances in the U.S. and
Europe, asset securitization, commercial credit and
capital finance transactions; and other transactional
matters.
Mr. López
Portillo left Banamex and Mexico City to pursue other
professional endeavors in August 1999. While in
Guadalajara, Mr. López Portillo advised on many deals,
including the opportunity to lead Mexican counsel during
cross-border acquisitions, financing of public works,
arbitral and mediation procedures, and other corporate
matters.
As of January
2005, Mr. López Portillo joined Vázquez Tercero y
Asociados; first, as Of Counsel, and now as Partner in
charge of the Business and Taxation practices.
Mr. López
Portillo is a member of the International Bar
Association, where he participates in the Business Law
Section, and of the United States-Mexico Bar
Association. Since 1993, he has taken multiple courses
in his fields of practice, including
a Certification on Mediation and Commercial Arbitration,
and several courses on Negotiation and Conflict
Management, International Contracts, and Asset
Securitization.

Ms. Vázquez
obtained a B.A. in International Trade in 1999 from the
Mexico City Campus of the Instituto Tecnológico y de
Estudios Superiores de Monterrey (ITESM-CCM). After
concluding her professional course of study, she took
additional courses on international affairs, the
European Union and inter-cultural communication at the
Universidad Pontificia Comillas in Madrid; conducted
research visits to the main international bodies,
including NATO, the UN, WTO, WIPO, the European
Commission and the International Court of Justice; and,
recently concluded a Diploma on Mexican Customs
Legislation.
Prior to
joining Vazquez Tercero y Asociados, Ms. Vázquez was
Manager of Correspondents at an important customs
brokerage firm in Mexico City. At this firm, she was
responsible for customs traffic through several Mexican
customs stations, including Veracruz, Manzanillo and
Nuevo Laredo.
A member of
our firm since 2001, Ms. Vázquez concentrates her
practice on customs law, tariff classification, rules of
origin, tariff preferences and quotas, export programs
and IMMEX (formerly the Mexican PITEX and Maquiladora
programs), tariff deferral and sector-specific programs,
foreign trade audits, intellectual property proceedings,
official standards and labeling issues, as well as
import permits.
Ms. Vázquez is
a member of the Foreign Trade Experts Guild (Círculo de
Especialistas en Comercio Exterior).

Born in 1935,
he obtained a graduate degree in Economics from the
National University of México.
Héctor Vázquez
has practiced in international trade and industrial
regulations for over 50 years. He was economic advisor
to the Minister of the Treasury in 1981 and General
Director for Foreign Trade Services from 1982 to 1986 at
the Ministry of Trade and Industrial Development. During
1986 to 1988, Mr. Vazquez was the head of the Mexican
antidumping and countervailing investigating unit. Under
his leadership, the first Mexican antidumping
investigations were conducted.
Additionally,
Mr. Vazquez was one of Mexico’s negotiators during the
process that lead to our country’s GATT accession.
Before becoming involved with the Mexican government in
trade related matters from 1982-88. Mr. Vazquez was the
creator and a member of the Board of Directors and
President of a number of industrial associations and
chambers, and author, co-author and editor of many books
dealing with economic and industrial development. In
1989 he was appointed Administrator for one major
Customs station.
He is
nationally acknowledged as one of the precursors to
Mexico’s foreign trade and as a mentor to many of
Mexico’s trade experts. He is an economic and political
analyst for a national newspaper.

Born in 1951,
Ms. María Mejía is a Chemical Engineer by training, with
over 25 years experience in the foreign trade arena. She
is a nationally acknowledged tariff classification
expert, and has vast experience in the fields of import
and export controls, tariff preferences, rules of
origin, and export incentive programs.
Ms. Mejía is
also a highly reputable economic information analyst, a
